Terms of reference

SLF 48

At SLF 48, held from 12 to 16 September 2005, the Sub-Committee established an intersessional correspondence group on small fishing vessel safety (FVS ISCG) under the co-ordination of South Africa with the following terms of reference:

In co-operation with FAO [and ILO], and referring to existing information relevant to the safety standards of small fishing vessels, currently available from a number of diverse sources, the group should:

.1     examine existing regional and national safety standards for small fishing vessels and the FAO/ILO/IMO Fishing Vessel Safety Code and Voluntary Guidelines for small fishing vessels, as well as any appropriate recommendations emanating from recent IMO/FAO sponsored regional seminars on the safety of small fishing vessels, as well as any other relevant material;
.2     develop a consolidated draft text of the Safety standards for small fishing vessels covering decked fishing vessels of less than 12 m in length and undecked fishing vessels of any length; .3     give further consideration to the title of the Safety standards;
.4     examine the possibility of completing the development of the standards in 2008; and
.5     submit a report to SLF 49

SLF 49

The Sub-Committee recalled that SLF 48 had established a correspondence group to develop a consolidated draft text of the Safety standards for small fishing vessels covering decked fishing vessels of less than 12 m in length and undecked fishing vessels of any length, and also agreed to establish, at this session, a Working Group on Safety of Small Fishing Vessels.

Following consideration of the report of the correspondence group (SLF 49/6, SLF 49/6/1, SLF 49/6/2 and SLF 49/6/3) submitted by South Africa, the Sub-Committee approved the report in general and, in particular:
.1     noted the progress made during the intersessional period;
.2     agreed to the group.s proposal to use design and distance categories;
.3     noted the views of the correspondence group concerning the title of the draft document for referral of this to the working group with a view to finalizing this item;
.4     noted the information provided by the correspondence group regarding the completion date; and
.5     noted the comments provided by ILO, regarding the participation in the development of the new standard as well as the proposed ILO convention and recommendation concerning work in the fishing sector.

SLF 50

SLF 50 re-established the correspondence group with the following terms of reference:
.1     exam the texts of the Work in Fishing Convention (ILO C188) and Recommendation and the draft Safety Recommendations to ensure consistency;
.2     review the work submitted by FAO on wooden scantlings contained in Annex II of the draft Safety Recommendations;
.3     consider any comments of other sub-committees, as appropriate; and
.4     submit a report to SLF 51.

SLF 51

The Sub-Committee, taking into account the ongoing work and the new tasks that have been assigned, re-established the correspondence group, under the coordination of South Africa, and instructed it to:
.1 further develop the draft Safety recommendations for decked fishing vessels of less than 12 metres in length and undecked fishing vessels, taking into consideration the outcomes of FP 53 and SLF 51, and prepare a consolidated text thereof as appropriate;
.2 prepare a draft Agreement on the implementation of the 1993 Torremolinos Protocol;
.3 further develop the draft guidelines to assist competent authorities in the implementation of Part B of the Fishing Vessel Safety Code, the Voluntary Guidelines and the Safety Recommendations and consider the title; and
.3 submit a report to SLF 52.
