Safety for seafarers
The Icelandic Maritime Administration administrates the implementation of the programme. The project management board, consisting of representatives of the Ministry of Transport and Communications and interested parties, is responsible for monitoring the implementation of the programme and contributes to the co-operation of the parties concerned. The main programme topics are:
Education and training of seafarers to be enhanced in various ways. An emphasis is placed on education and training on ship stability. Furthermore, distance learning is supported in order to provide courses in various places throughout the country.
A safety campaign for passenger ships and passenger boats. A risk assessment of the sea routes of smaller passenger ships is being carried out in order to limit their area of operation to comparatively safe sea routes. There will be a general promotion campaign on the safety of passenger ships and the necessity of regular drills and exercises with the involvement of passengers.
Education and promotion campaigns. A safety-management system (SMS) is being prepared for fishing vessels involving a manual where special emphasis will be placed on the human factor in the working environment of fishing vessels. A conference with lectures on the safety for seafarers is held every other year and a seminar on the safety of seafarers is held in various places around Iceland during the year in between. A campaign is promoted on the Day of the Sea which is held on the annual Seamen's Day.
Development of educational material and guidelines. Manuals, brochures and video tapes/DVDs on safety matters are prepared.
